Overview
Kipling Ridge Metropolitan District is a Title 32 Special District has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, and safety protection improvements of the District, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the City Council of the City of Arvada on August 2, 2004 as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents, users, and taxpayers of the District. The District is located in the City of Arvada, Jefferson County, Colorado. The District is a quasi-municipal corporation and political subdivision of the State of Colorado authorized to provide specialized services that the City of Arvada does not provide.
The District may incur a maximum debt of $20,000,000. To repay such debt, the District may (i) assess a maximum mill levy for of forty (40) mills, less the number of mills necessary to pay administrative operating expenses of the District, subject to adjustment for any change in law, change in method of calculation, or in the event of any legislation or constitutionally mandated tax credit, cut, or abatement, occurring on or after August 2, 2004; and (ii) use any and all legally available revenues of the District, including but not limited to, ad valorem property tax revenues and specific ownership tax revenues.
The District must file an Annual Report to the City Clerk of the City of Arvada, the Division of Local Government, the State Auditor, and the Jefferson County Clerk and Recorder.
The District’s boundaries overlap with the boundaries of the City of Arvada, Jefferson County, Jefferson County R-1 School District, Apex Park and Recreation District, Arvada Fire District, Clear Creek Valley Water and Sanitation District, Urban Drainage and Flood Control District, and Urban Drainage and Flood Control District South Platte.
